Carlos Urrutia served in California local government for 35 years, the last 25 as City Manager of Rocklin, CA, population 55,000. 

In growing his city from about 8,000 residents to its current population of 57,000, he oversaw the development of virtually all the infrastructure in Rocklin, including roads, freeway interchanges, parks, and municipal buildings.  He has participated in the preparation of several infrastructure financing plans, special tax and assessment financing districts, development fee analyses, fiscal impact studies, redevelopment plans, development agreements, and economic development programs. 

Carlos Urrutia was active in his profession and developed a considerable professional network.  He has also participated in several consulting assignments in Mexico and Central America and is fluent in the Spanish language.

Carlos Urrutia earned his doctorate in public administration degree from the University of Southern California in 1991, with public finance and public entrepreneurship as his areas of concentration.  His Doctoral Dissertation was on the topic of negotiating development agreements in uncertain environments.
